Meeting was called to order by the President, Kathy Newcomb at 1220 PM.
1. A moment of silence acknowledged the passing of Bob Hough (a long time renter) in July 2009.
2. Minutes of the July 5, 2009 meeting were read and accepted
3. The Treasurer’s Report was read and accepted. Currently, 95 members have paid their dues with perhaps 13 more to
go.
Old Business:
1. Thanks to Rob and Sally Flynn for storage of the Field Day tables and chairs.
2. Thanks to the Wainwright family for use of their property for the Jimmy Buffet concert and the Field Day events.
3. Field Day Report. Julie Steinkrauss reported the receipts as being in excess of $3,100. Thanks to many members for heir Field Day contributions of effort, time, money and also, items for the Silent Auction.
4. Dock Committee Report (Jay Chapin): David Baines is the new contractor.
a. Front Dock and Diving Raft Repairs. Some painting, but no major repairs.
b. Front raft and diving raft will be hauled after Labor Day.
c. River Dock. Mooring warning sign installed. Repairs: New plastic floats will be
installed. We own six, and need to buy two more. Total expenditure will be
approximately $2,000. Stairs to the North need repairs. Hauled in late
October.
d. River Float swim ladder. We have one and it will be installed in the Spring.
5. 15 MPH Speed Limit signs. Bourne Police spent two days parked at Chickadee Laneevaluating traffic and vehicle speeds. We are awaiting their response.
6. Houses of Wenaumet Bluffs. Still have 19 books available at $30 each.
7. Parking in front of Coastal Bay signs. Town of Bourne(Environmental Manager and the Town Engineer approved) will post “One Hour Limit” parking signs. Bourne Police (508-759-4453) will then enforce the time limit.
8. Association web site http://wbiwa.weebly.com/) – Dave Dow.. Dave has input pictures/photos, but is having problems with text inputs. Make inputs to Dave at [email protected].
9. Thanks to Janis Wheeler and Jill Wainwright for organizing the August 1, 2009 Jimmy Buffet event. Possibility
(Board approved) of a repeat concert in July. The 10th, 17th and 24thare probable dates.
10. Fiberglass Wenaumet Bluffs Kitten is on display at the Chart Room over the Labor Day weekend.
New Business:
1. Revised WB Safety Code has been printed and is available.
2. By-Laws Discussion. Revised By-Laws have been found. The By-Laws will be sent to members in a separate email. The Association’s name is correctly reflected in the Title for these minutes.
3. Membership discussion (Led by Kathy Newcomb).
a. There are non-members using the beach. Kathy had discussions with the South Shore(Pocasset Beach Improvement
Association) President and they are having some of the same problems such as fireworks, excessive alcohol drinking, and non-members using the beach. We want the WBIWA beach to be “A Family Beach”!Fireworks remain a problem.
b. Kathy read the following: Membership in the Wenaumet Bluffs Improvement and Wharf Association (WBIWA) will be limited to property owners within the following parameters (as indicated on the 2009 neighborhood map):
1). Northwest border is the front beach and northeast border is the Pocasset River.
2). Southwest border is the north shore/south shore line including 58, 62, 66 Wing’s Neck Road.
3). Southeast border is the fork at North Shore Road and Wing’s Neck Road.
4). In addition, current members along Wing’s Neck Roadto the east and on Mariner Laneand Oyster Lane, as listed on the current 2009 map, may continue membership as long as they remain members in good standing. Future owners of these current member homes will be offered membership provided they remain members in good standing.
5). Current Members who are outside the geographical area listed in 1 –4 will be grandfathered in and continue to be offered membership. However, future owners of their homes will not be granted membership.
6). Renters will not be given the option of joining since the homeowner’s membership allows the renters full privileges during their stay. Renters are always welcome to make a donation to the association.
7). Definition of “Member in Good Standing:” Members who pay dues annually and keep membership current within two years. (After two years of not paying dues, the homeowner will no longer be a member in good standing. To re-join, the member must be an owner in the geographical location outlined in 1 – 3 and must pay back dues up to the current date.)
c. Discussion ensued:
Members in Good Standing – Dues not paid in the second year by the September (sometimes
August) meeting, then the President will send a registered or certified letter to the member requesting payment by December 31 of that year or loss of “Good Standing” will occur.
We have 13 Non-Homeowners as members. Also, there two members (Mariner Lane and
Oyster Lane).
4. Motion made, and accepted (unanimous member vote) that the Membership Definitions as stated in paragraph 3. b. 1) through 7) above were approved.
5. 2010 Events:
a. First Meeting: Sunday, July 4 at 1215.
b. Field Day: Saturday, August 14.
c. Last Meeting: Sunday, September 5 at 1215.
6. Nominating Committee Report (Jill Wainwright):

Thanks to Sally Goodrich and Mike Miele for their past two years as Directors. The Secretary cast one vote for acceptance of the Nominating Committee report. Vote was membership approved.
7. Rich Dow addressed the past $250 donations to the Bourne Conservation Trust. Voted and approved by the embership again for 2009.
Note: Rich Dow announced that his annual social event would occur this afternoon.

1. Thanks to Rich and Debbie Dow for hosting the summer ending cocktail function.
2. Thanks to Bill and Mary Grace for hosting yesterday’s July 4th celebration.
3. Dues are $100 effective with the member’s vote at the August 31, 2008 meeting.
4. Wharves and Dock Committee (Jay Chapin Mitch Keith, Rich Dow) Report.
a. Front dock – Rebuilt the concrete supports, painted the gray main part, but not the railings. Put more concrete around
A-frame supports.
b. Front float Swim Ladder was reinforced underneath and painted.
c. New vendor is David Baines.
d. River Dock. Painted two coats of gray. Floats below need work. Finger pier needs work. Both to be done next winter. Installed two new galvanized poles. Bought six new plastic tanks. Buying two more. Replacing Styrofoam (mandated by environmental concerns as the fish eat the foam and get sick) with the plastic tanks. Two brackets are needed. Cost Estimate is a maximum of $3,000 for labor & materials.
e. Vendor is Barlows Boatyard with concerns on timeliness.
f. Subject: Boats tied up past the allowable time, and overnight. Warning sign being developed by the
Committee.
g. Discussion on float center of gravity issues when installing the new plastic tanks. Rich Dow responded that the committee is well aware of these concerns and will build the best float system possible.
5. Street Lamps: Bob Hornewrote the Town a letter on August 28, 2008 about installing a street lamp at the southwest end of Wenaumet Bluffs Dr. The Town responded verbally that there was an ongoing effort to reduce the number of street lights in the Town. There is an option for the Association to install a streetlight; but the cost is unknown, and the responsibility for maintenance upkeep was not determined. This subject was closed.
6. Bob Horne wrote a letter to Lt Richard E. Tavares, Town of Bourne Police Chief, Subject: 15 MPH Speed
Limit Signs. No answer was received. An email was sent to Lt Tavares on July 2, 2009 with the August 28, 2008 letter attached. Awaiting
a response.
7. Speed limit is 15 MPH. Children on Bikes are a major safety concern. New 15 MPH sign
posted at the beginning of North Shore Rdat the Murphy house.
8. Dogs are not allowed on the beach.
9. Vandalism: This winter a house was damaged with a pellet gun. Last summer, unlocked cars were vandalized on Field Day night. Be aware and lock your vehicles.
10. Houses of Wenaumet Bluffs books have been printed. Please ask Bob Horne for a copy. The cost is $30 and the check should be made out to the WBA.
11. Boats on WBIA Docks. A continuing problem with boats being left on the floats in excess of 15 minutes and overnight. Docks should be used for dropping off/picking up people, washing a boat and they should not be used as a mooring. Please ask your neighbors to comply with the above.
New Business:
1. Parking in front of Coastal Bay Access signs (River boat launch area and River boat dock area) posted by the Town of Bourne. The Bourne Police Department (1-508-759-4453) are responsible for illegal parking in front of these signs on
Town property.
2. Association web sit (yourwbia.com). The officers and Board of Directors recommended that Dave Dow consult with Ross Palioca on the web site, its management and update requirements. Dave will report to the
Officers and Board members on these requirements and any associated costs.
3. Julie Steinkrauss discussed Field Day and all its requirements. Helped is always needed, and the silent auction needs
vendor/donor prizes.
4. Jill Wainwrightasked if the membership would be interested in a Jimmy Buffet type music evening on August 1, 2009. The musician has that night free and the cost is $200. Interest was expressed. The Officers and Board of Directors will be the approval authority for this expense.
5. There was a use of beach discussion. A member asked if the South Shore Association had been contacted, but the President responded No. No further direction was noted.

2. Alan Arch displayed the new fiberglass Kitten. He addressed the history of his and David Arch’s efforts and how the mold was developed in Maine. The boottop had been painted. What a pristine Kitten. Late August is the target for her first sail.
